[Bug]: with docker-compose-emqx/mqtt.yml setup, after os reboot, netmaker container stopped working properly

What happened?

Using https://raw.githubusercontent.com/gravitl/netmaker/master/compose/docker-compose-emqx.yml or the normal mqtt compose file depolyment, up on os restart, netmaker container seems to stop functional, visiting the dashboard will show "Create an Admin" page instead of login. Restart netmaker docker could make it work again, shows login page.
