[APIM] update internal API documentation

These two pages share information.

  • https://docs.gravitee.io/apim/3.x/apim_installguide_rest_apis_technical_api.html

But it is not always relevant to share since there are differences between ManagementAPI & Gateway config. For instance : image

TW team have not previously updated API doc and it is maintained in another repo. Probably low priority.
