Reorganize documentation pages

This is a draft PR to spin up a preview site and get early feedback on a bare-bones first attempt at the reorganization. The actual reorganization will likely have a more incremental rollout plan.

@ptgott As we discussed, the only comments I have are:

  • Get Started --> Introduction - this page will likely evolve into the true home page we have planned
  • Admin Guides --> Protect Resources - it'd be more consistent with messaging if we named it "Enroll Resources"
  • Admin Guides --> Infrastructure as Code Tools - change this to "Infrastructure as Code"
  • Reference - I think this should be plural
  • Reference --> CLI Reference - change this to "Command Line Tools"

Don't worry about the accordion nature of the nav right now. Once we migrate to Docusaurus, we do want the nav to be collapsed by default.
