Feature request (bug ?) - also show subgraphs without rules with get all --merged

Currently graph indexer rules get all --merged doesn't show subgraphs that don't have specific rules set but are covered by global, not even if they're actually being indexed. For the sake of being clear what one's system is doing / instructing, i think this would be important to change.
