Bug: One Bad Node Takes 'em All Down

Another thing that needs to be fixed is to stop having one bad node block the rest of them from working, especially when its a bad node with trace support and the subgraphs that don't need it are falling behind in blocks.

If any nodes need the GRAPH_ETH_CALL_BY_NUMBER set (i.e. to be true), and it is not set, it will also halt the other nodes.

Can confirm this, two different index-nodes, with two different ETH archive nodes set to them. One archive died, everything died.
