Decimals for subgraph allocations in explorer

The agent comes with a default allocationAmount of 0.01 GRT, which shows in explorer as 0.0 GRT.

Ah it's rounding. I'll fix it and add Tooltips to all those values

Brilliant. I reckon all rounded values could use tooltips with precise values (including a thousands separator then).
