Subgraphs on v0.19.2 Stop Syncing / OpenEthereum 3.1 Issues

Went back to 0.19.1 and most resumed.

v19.2 will not work without GRAPH_ETH_CALL_BY_NUMBER beting set and to true for OE 3.1/2.5.13 nodes. On false it will not index at all. As best as I can tell so far, geth nodes still work with this flag on.

v19.2 is also very very very slow with OE3.1 vs v19.1 and OE 3.01.
