Agent: reconcileDeployments is blocked if an IPFS file cannot be retrieved

If a subgraph ipfs cannot be resolved, the agent reconciliation will be blocked indefinitely, preventing the reconciliation of actions (queue, reallocation, etc.). Proper behavior would be to eventually timeout or to allow action processing to proceed without waiting for deployments.

This bug seems to have been introduced in 0.20.22 by commit 7444f89. The comments contradicts the actual behavior.
