Indexer rules incorrectly reallocate and allocate

We've adjusted our existing allocations to allocationLifetime 1 to have them reallocated, hoping to get them in the same transaction with the new ones. 6 new allocations were added. Allocations amounts have been distributed accordingly between the subgraphs, keeping in mind that we take from the existing ones and allocate that portion on the new ones. All commands to set allocations lifetime and start the new ones have been launched almost simultaneously, by pasting a prepared script of commands to the command line. That was a few seconds after the "Reconcile with the network" log.

What was expected: 1 transaction and all existing subgraphs updated with new amounts. The new subgraphs should be added with the correct parameters.

What happened: Just 2 of 5 existing subgraphs were updated with the new amounts, and we've got a bunch of IE013 in the actions queue for the rest of subgraphs.
