[BUG] indexer-agent allowing multiple allocations

the indexer-agent is allowing multiple allocations to the same SG.

this SG QmQN7Xfhq2J1WhhJc2sNC9WMz99Guw9ZMbfJ8LeiFQhdq8 has two allocations when checking the indexer page for allocations.

when I go to SG's page I only see once the upgrade indexer because the explorer created the lists by the ID

this shouldn't allow to open another allocation if there's another already opened as there's a specific error for that.

I'm running the ghcr.io/graphprotocol/indexer-agent:v0.21.6-2

Thanks for reporting @rotarur. My hypothesis is that the query for active allocations is missing allocations for your case (your indexer has thousands of active allocations).
