Objective calculator for soft constraints

At the moment its relatively easy for another developer to add a soft constraint and not realise they need to replace the objective calculator as well. It would be better if the design of soft constraints was modified to make this more obvious - for example by forcing them to define an additional method suitable for use in a new default objective calculator.
