Categorize the requirements

Currently all requirements are dumped together into the requirements.txt file. However, there are many dependencies (eg Sphinx) that are dev dependencies. Not having them would speed up the container creation speed in deployment. Hence it will be beneficial if they are categorized into normal and dev dependencies.
