Issue on local setup

I was trying to run: conda env create --file environment.yml, but it continuously failed.

In addition, 2 issue constantly appears may causing the failure of local setup :

1. the path that I add in system environment variable always been auto deleted each time that I restart my laptop.
2. Although I have Visual Studio 2019 16.11.34 installed, CUDA cannot detect the Visual Studio and report: Nsight for Visual Studio 2019
