Why not camera's intrinsic parameters(cx,cy) adjusted with image resolution ?

Why, when the image resolution is adjusted by factors of 2, 4, or 8 and the image size is reduced, are the camera's intrinsic parameters not adjusted, especially the values of the intrinsic parameters cx and cy?
