Add permissions layer

Permission a users ability to:

• view modules in the navigation panel (Configuration, Trading, Strategies, Dashboard)
• view configuration data (accounts, strategies, servers)
• manage configuration data (add, edit or delete)
• view an account in the trading module
• place an order on an account
• cancel an open order on an account
• view strategies
• run a strategy
• monitor a running strategy
• update a running strategy's parameters in realtime
