Add workflow to automatically merge PRs waiting on release

Not sure if it belongs in this PR, but it'd be :fire: if this action would also merge in any PR meeting the following criteria:

  • Approved
  • Tagged with "Hold for next release"

(I'm pretty sure it's possible to configure)

Not sure what @ospencer thinks of the idea
