Release Workflow - Unexpected behaviors if Release Drafter runs while releasing

Issue description

There's a bug on the artifact upload in the release process such that if release drafter generates the release notes again, the artifact will be attached to the wrong release. We need to exclude draft releases in our uploads.

The second 7.0.1 draft release was created after the real 7.0.1 release was created.

I forgot to mention this. As a workaround , I turned off the release drafter workflow during the release in the other project that I released because of this.
