ExtractBomConstraints uses project in it's TaskAction

This is a Gradle 10 blocker.

Invocation of Task.project at execution time has been deprecated.

This ticket is to solve using project inside of ExtractConstraints.

We'll need to reach out to gradle to get advice on this. We could technically not use gradle to resolve poms, but it's really convenient to use the already configured environment.
