Just like go fmt, but for reflow.

I worked on this long ago and got to one of those 80/20 points. It correctly formatted a lot of code, but needed more work to be fully usable, and I got pulled away to other work.

If anyone's interested in picking this up in the future, feel free to start with #125, if it's helpful.
