ShortLink generated but skipped while sending to client

ShortLink gets generated if enabled in the config on line [163](https://github.com/AlpsBTE/Plot-System/blob/main/src/main/java/com/alpsbte/plotsystem/core/system/plot/PlotHandler.java#L163) Click event is set to raw url on line [184](https://github.com/AlpsBTE/Plot-System/blob/main/src/main/java/com/alpsbte/plotsystem/core/system/plot/PlotHandler.java#L184) regardless of if shortlink was generated or not
