website: anchor links have the wrong base

If you go to https://tanka.dev/libraries/overriding/ and hover over any of the headers, the base path will point to the frontpage and not the current page.

E.g. if you hover over "Shadowing", the link points to https://tanka.dev#shadowing instead of https://tanka.dev/libraries/overriding/#shadowing
