Schedule page: Current timezone dropdown list has limited list of timezones

What went wrong?

What happened:

• Current timezone dropdown list has only timezones from first X people in the organization (their names start from a to d, see ops stack)

What did you expect to happen:

• See all the possible timezones + list of people who are in this TZ (no need to list all of them, may it can expand on hover)

How do we reproduce it?

1. Open Grafana OnCall ops and open any schedule
2. Now click on dropdown "Current timezone"
3. There is very limited list of the timezones, and all the listed users start a-d

Thanks to @iskhakov for confirming that this was a bug and documenting it :)

Was also noted that if you leave the Timezone field empty and refresh the page, it will populate with the current browser timezone (UTC+11 say in my case)

As alluded to in his bug description - it is handy to be able to chose an arbitrary timezone for display, even if there is no one presently in that timezone. Useful for doing "what if..." around schedules for folks in other regions.

Actually timezone dropdown allows you to select any timezone, you can search by teammate, country and city, see the video attached. Probably we just need to make it clear to the users.
