Incorrect order in Loki 2.9 changelog entries

Describe the bug The CHANGELOG.md changelog entry for release 2.9.10 is not in the correct order

To Reproduce Steps to reproduce the behavior:

1. Open https://github.com/grafana/loki/blob/release-2.9.x/CHANGELOG.md (Note: branch release-2.9.x)
2. Observe that the order of versions listed in CHANGELOG.md is

• 2.9.10 (wrong order)
• 2.9.17
• 2.9.16
• 2.9.15
• 2.9.14
• 2.9.13
• 2.9.12
• 2.9.11
• (missing)
• 2.9.9

I expected the changelog entries for 2.9.10 to be between 2.9.11 and 2.9.9
