fix(mixins): Align loki-writes mixins with loki-reads

What this PR does / why we need it:

This PR aligns the loki write dashboards with the loki-reads by adding 99p latency where possible, renames the boltdb shipper into bolt db index and do not deploy it for ssd (same as read).
