Make focus follow cursor

I'm used to the focus within the app following the cursor, as per Outlook. I'd like to see an option where you can scroll up and down the newsgroup list, or the message subjects, or the message without having to click on the individual window. It makes work flow much smoother and more compatible with users who also use Outlook.

I believe (if my memory is correct) that is a general VCL issue. I vaguely remember I installed some X11-like tool under Windows, to emulate that Linux behaviour for other Delphi VCL based programs too (eg: EditPad Pro). I'll double check when I fire up my Windows VM what utility it was.
