Automatically update version of Reachability Metadata repository

Describe the solution you'd like Since reachability metadata repository has automatic bi-weekly releases, we should implement a scheduled GitHub action that checks if there is a new release of the metadata repository, and if so, opens a pull request to bump the dependency to it.

Additional context This should be a great addition to automatic releases of Native Build Tools.
