Stairs are not ignored when activity chosen

I think it might be a bug or it could be solved better. When activity is "bike" or "MTB" or equivalent is chosen from activity drop down selector button, the path routing does not distinguish between a path/road and a steps/stairs.

It could be solved as to ignore and reroute around stairs/steps when such activity is chosen or there could be added additional setting for the user to allow user to decide whenever steps/stairs should be ignored during path tracing or not.

Yes, it is correctly labeled as stairs. "Trepp" in estonian language means stairs.

I will clarify a bit. Here are the tags that are on those stairs. One of the tags, ramp, has a value of "no" hence there supposed to be no way of just cycling down in which case it could or should be avoided when chosen such activity. Then again, surface is marked as dirt but aerophoto is clearly not dirt anymore and that data is fixed now so can be ignored.

I know too little about the tags that need to be used to correctly label this as stairs so that the routing avoids it as much as possible. Maybe you can add a comment on OSM to figure it out?
