Config option to allow downloads via wifi only

Fixes #10 Basic functionality is implemented. If the config option is set, pressing play/ or download on not downloaded items triggers a dialog which informs you that you are on mobile data and asks you if you want to procede anyway.

If the current implementation/mechanism gets green lights, I will add the dialog to other actions: Download, Refresh ...?

The DBus Part of the code is from Podqast by cy8aer, thanks.
