Feature Request: Wait for network on boot.

Request to wait for network connection during boot.

I saw some files half way related to waiting for network connect, I assume this is related to the old onion files.

When the system boots into a game and not the menu, the network has not completed yet, so connection to retroachievements fails. Exiting the game and going back into the game resolves this issue as it is long enough for the network to connect before launching the game.
