Map ideology scores

The issues with mapping notwithstanding, it'd be cool to map the ideology scores and see what kind of patterns appear around the country.

Great idea.

In general better to use the files in http://govtrack.us/data/us/113/stats, though, which are the numbers that show up on the main Member of Congress pages and are computed over a larger period of time so there's less noise in the numbers.
