Location-based messages do not take into account user's tracking lists

Location-based messages prod users to check up on the members of Congress from where they're accessing the site. However, these messages do not take into account whether the user is already tracking said members, and these messages do not have an X to close them.

I'll probably turn it off soon. It was an experiment to see if geocoding by IP on-the-fly was possible/reliable. I have some ideas for other ways to use this besides the banner at the top, which is admittedly kind of annoying. Though people were clicking on it so it might have increased pageviews a bit....
