RSS returns 20 items or less for All Active Legislation

Many times, the RSS feed returns exactly 20 items, though daily emails show a varying number of items.

Apologies if this is by-design.

Hello there. It's by design. I think feed readers will bail if feeds get too long, and since feed readers typically check the feed often, I guess I assumed that there wouldn't be more than 20 new events since the feed reader last checked it, although I can imagine that wouldn't be true for many of our feeds --- but in those cases there may be so many it might be too many for feed readers anyway.
