[URGENT] Updating project local setup steps in readme.md

Description

Adding steps with commands will help contributors and interested developers to set up project locally easily, Currently there are no steps provided for local setup which might not be beginner friendly.

Assign this to me as a gssoc contributor, I can work on this.
