Investigating hosting govdirectory.org on Wikimedia Cloud

At one point we will hit Github Pages 1GB hosting limit so we would need to move, Netifly, AWS S3, etc are good technical chooses. But for ethical and cost reasons it would be neat if we could use WM Cloud with a custom domain (I think Wikidocumentaries does this, although it does not need as much space).

This could also be useful for data dump hosting #24.

1. [ ] Review if we eligible for a Cloud VPS instance
2. [ ] Request a Cloud VPS instance (Request that the Cloud VPS instance is given a floating IP / Evaluate and define storage requirements)
3. [ ] Setup Nginx, and Snowman.
4. [ ] Test without a custom domain
5. [ ] Setup certbot.
6. [ ] Update DNS.

It might be quite a bit of work and tinkering. It might also be valuable to have #45 in place so that we can verify that the migration goes well in an easy way.
