Inform user of replaced organizations

The feature

Occasionally, organizations do get replaced. If a user is trying to go to a page for an organization that has been replaced, today they will get a 404 error as the page is missing. Instead, the user could be informed that it has been replaced, and be presented with a link to the new organization.

Why?

This would be helpful for users who find the Govdirectory through old links. It would possibly also make us have less 404 errors on the site.
