Perhaps not a direct bug. You can see in queries/organization-optional.rq how we query for an office holder. The problem is rather the multitude of ways of modeling it in Wikidata.

I remember Jan and I discussing this a while back. My preference would personally be that we first initiate a discussion regarding what's the preferred modeling, if both are still needed after such a discussion then let's support additional models.
