Expired CI PAT token

When the PAT token used in the CI environment expires the cron job begins to fail but throws an unintuitive stack trace:

I think the cron job/CLI should handle the cases of expired tokens or receiving 403 responses from endpoints and report that the app is unauthorized and that the token may have expired or have insufficient privileges and instruct users to create and store a new PAT token.

This is bound to be an issue when communities begin using g4g since tokens do not last forever and I think it would be helpful to catch and report the cases where tokens are insufficient or expired.
