Preserve comments

Currently cxgo cannot translate any comments. To make it work, we need some support from cc side.

From the chat with cznic:

cc/v3 can capture all semantic white space, which includes comments. Set PreserveWhiteSpace to true in https://godoc.org/modernc.org/cc/v3#Config3.
