OpenTelemetry Lambda Layers in Container Image do not export spans from instrumentation to X-Ray/CloudWatch

I [created an OpenTelemetry Collector configuration file and used the `OPENTELEMETRY_COLLECTOR_CONFIG_URI` environment variable to point the Collector extension to it](https://github.com/gotgenes/lambda-opentelemetry-docker/commit/22d19acb06169414c4b9b039953e78055f84c3aa). I also found I had to enable [CloudWatch Transaction Search](https://docs.aws.amazon.com/AmazonCloudWatch/latest/monitoring/Enable-Lambda-TransactionSearch.html)....
