[UI] Shifted news reel while console is docked into the launcher window (and other scaling issues related to devtools)

Describe the bug When I dock the console window into the launcher, the news reel appears to show a bit weird, with the slides being shifted off, especially after the reel scrolls past the first slides Also the main window doesn't fit at all when I'm trying to resize the devtools in the state described above (mainly when the launcher window is in small window mode, issues starting to appear at <~950px wide main window size)

To Reproduce Steps to reproduce the behavior:

  1. Enable the Minecraft News in Settings > General, if you've disabled the news reel previously
  2. Open the console by clicking the >_ button in the top-right corner of the launcher
  3. In the devtools that will open click on the three vertical dots in the tabs bar, then under "Dock side" choose either "Dock to left" or "Dock to right"
  4. Wait a bit or scroll the news reel at the top to see the news appear weirdly positioned
  5. Open the settings menu with devtools in this state and try to resize them

Expected behavior The news items being properly centered or otherwise aligned at the top

Possible solutions Scale down or hide entirely the news reel when the active launcher window shrinks too much for the news to be displayed properly with the scaling that is defined by the default. Disable the devtools docking to the sides of the launcher, if it's possible Block the resizing of DevTools in this state past, say, 15-20% of the window size

It is not really intended for the devtools to be in the same window. Both are they "devtools", so not really intended for the common user, as usually in windowed mode, separated into a separate window.

I understand, but, after all, they is the only way of displaying Minecraft's console output in GDLauncher...

*the only way to view the process stdout. There are way better programs to attatch to the log file.
