Disabled mods in modpack are enabled

Describe the bug Downloading a modpack from curseforge has all the mods inside the modpack enabled, even if some of them should be disabled.

To Reproduce Steps to reproduce the behavior:

1. Download Fabulously Optimized - 4.0.0-alpha.5
2. See that all the mods inside the pack are enabled
3. See that in the changelog it lists a few mods that are supposed to be disabled

Expected behavior For the mods that the creator disabled to also be disabled in the downloaded modpack.

The 4.0.0-alpha.5 version had Animatica, Enhanced Block Entities and LambdaBetterGrass disabled. Source

Respecting optional mods would be huge for modpack makers that rely on this functionality for ease of updating (myself included). At least until Packwiz or similar tools implements a better alternative on their end.
