Setting Menu will not come front Normal Window is behind the private browsing window

There are cases, where we browse usually in Incognito Mode. And at times, I open Normal Window along with Incognito Window. During this case, if i click HTTPSB Setting icon from Incognito window, settings menu will not come up to the front.

Just a word to say I looked and I could reproduce. I have to investigate further. The expected result is that ony one dashboard is opened at any given time.
