PPM for channel fees

Describe the feature

When setting channel fees, allow user to specify rates in PPM

Update w/ feature details

  1. Enable toggle feature similar to channel opening
  2. Toggle 1 - Fee Rate (percent) with % sign toggle in input field
  3. Toggle 2 - PPM, fee amount per million sats routed, with "ppm" in toggle field
