chore: update to SDK version 31, use mavenCentral

• update target and compile SDK to version 31
• update Gradle to version 7.2.1
• update Kotlin to version 1.5.21
• replace jcenter() with mavenCentral()
• add android:exported="true" to activities to keep intent-filters enabled
