Create google Place API account for educational purposes ?

I am PhD student, I am conducting research about qualitative place information models, I would like to create an account Google to use Place API, this account is going to be used only for academic purposes. I just want to know if there is any way to create an account without billing information, as this account is going to be using only for research purposes at Cardiff university.
