feat: COF #10682 - Color, weight and other attributes working with Encoded Polyline

Hello everyone!

Recently, i started a work who needs draw a static map with two routes with custom properties (by custom properties, please understood like color, weight, etc) and same time to be need with encoded polyline because was too much points to simply put on a path. Reading this documentation, https://developers.google.com/maps/documentation/maps-static/dev-guide, i noticed that Maps API support this customization, but reading the code of Java library for Maps, the library not supports this function yet. Well, i maked a few modification on library to add this function and want to share this modifications with you guys. I hope that contribution be helpful. Thanks for the attention.
