[Build Tools] Switch back to using joseluisq/rust-linux-darwin-builder

We now have multi-platform images for joseluisq/rust-linux-darwin-builder for 1.65

Once #640 is merged, we can switch back to using their supported images, and delete the custom building of our own.

Note to self: This has been done, we just need to cleanup https://github.com/googleforgames/quilkin/tree/main/build/darwin-builder (and triple check nothing is still using that old image).
