Utilise `cargo-workspaces` to manage releases

I tend to use cargo-workspaces which has one line commands for syncing the version and publishing across crates in the workspace.

Looks like this could be easier to use in the long term. Tracking this in an issue for when the manual release checklist becomes too much toil and we want to improve.
