Allow for a hybrid COLR font with v0 and v1 descriptions for the same base glyph ID

It would be useful for testing purposes to have a font with a COLRv1 table with v1 descriptions for implementations that support v1, but also v0 data for the same base glyph IDs as a fallback in implementations that support only v0.

It would also be useful to have this as a model for others of how to build such a font.
