gcloud run deploy does not seem to work for a couple of reasons

numpy==1.26.1 (this version not available)

When updated to 1.26.2 get ..

I am running this a region issue?

Building using Buildpacks and deploying container to Cloud Run service [search-storage-pdfs-python] in project [playpen-b33976] region [europe-west2]

Any help appreciated
